(WBBM NEWSRADIO) -- The chairman of the McHenry County Board wants to give homeowners $100 apiece because a county-run nursing home has a surplus.

The Valley Hi Nursing Home has a $40 million surplus. It's run by McHenry County, and it's primarily for indigents.

And McHenry County Board Chairman Jack Franks, a Democrat, wants to take that surplus and give $100 rebates to every homeowner in McHenry.

Republican County Board Member Mary McCann says it’s not a bad idea, but the county government may be better off borrowing against it -- especially since, she says, property tax revenues are shrinking.

Another potential issue, McCann notes: “People get the $100 and they spend it and they quickly forget where it came from, that they ever got it."

The issue is expected to go before the board Oct. 16.
