CHICAGO (WBBM NEWSRADIO) -- He may not be running for president, but outgoing Chicago Congressman Luis Gutierrez has his eye on 2020.

Gutierrez will hand off his seat in the House of Representatives to Jesus "Chuy" Garcia next month.

Gutierrez says he will move to Puerto Rico, in order to help the island get back on its feet after Hurricane Maria.

He says the best way to help the island is to vote President Trump out of office.

Gutierrez wants Puerto Ricans to lobby their friends and relatives who live - and vote - in the United States.

He will hold festivals in Pennsylvania and Florida that will serve as voter registration drives.

"They each have huge immigrant communities which I can work with, and huge populations of Puerto Ricans."

But his first priority, he says, is getting his daughter Jessica elected to the Chicago City Council.
