CHICAGO (WBBM NEWSRADIO) -- A clearly unhappy Mayor Emanuel signed an executive order Wednesday designed to stop store closings like the ones Target has planned for the South Side.

The retailer announced that it’s closing stores in Chatham and Morgan Park, not long after it became part of a development that is receiving a city subsidy in another neighborhood. It plans to expand or build other stores in Rogers Park and Logan Square.

Emanuel and city officials have been urging Target to reconsider, offering the retailer millions of dollars in incentives to keep the stores open. But Target still won't budge and called the closings a "difficult decision." Emanuel said Target should have been obligated to disclose that it was shutting down the South Side stores before it got assistance to build elsewhere.

An executive order he signed Wednesday will force companies to share that kind of information before they can receive tax-increment financing, or TIF, funds.
