(WBBM NEWSRADIO) -- Stocks surged higher Tuesday, posting their second best day of the year, after Fed Chair Jerome Powell signaled the Central Bank's openness to easing monetary policy if the economy starts to falter.

The S&P 500 gained 58, the NASDAQ added 194 and the Dow Jones industrial average closed up 512 points, settling to 25,332.

"The market was setting up for a rally and comments by Chairman Powell kind of provided the spark," said Jim Welsh, macros strategist and portfolio manager at Smart Portfolios.

He adds that even though markets closed higher, he sees a lot of risk for stocks to the downside going forward.
